Minutes of Planning Group Meeting July 14, 2001

 Summary

 Ken gave an update on PWA survey. It still looks like they will be here in October and November. The Munro’s have offered the use of their house for lodging for the 2-3 contractors and a few others have offered to be a backup in case there is a scheduling conflict.

 Lloyd talked about working with an old-time neighbor on the Pampas Grass eradication.

 Molly talked about a Cape Ivy eradication effort being done by USDA. There is a chance that there will be a bio-control test in about 3 years and then it could be used later in our watershed. The seeds are now mostly viable from Cape Ivy, so it is a greater danger than ever. The study needs money so if you know someone who is interested in supporting this program they should contact Molly Williams.

 Ken spoke with Danny Marquis at the National Resources Conservation Service (NRCS) and got some copies of large aerial photographs. One set is of a 1978 flight (color infrared) and another partial set from 1994. So far we have nothing post-1998.

 Richard was concerned about the large amount of grading going on in our upper watershed. After some discussion all agreed that we should wait until after the PWA road survey to discuss future steps. There was also discussion about chartering on our flight to do an aerial survey of the watershed.

 Ken talked about the stream gage project. We have received $960 in donations since we put the word out at the June general meeting that we needed money for the gage. The total cost of the gage is $1200. There are several pledges to get us another $750, so we should have the funding taken care of soon. In the mean time, we will borrow a system from CSUMB. It will be installed in late August. (Note: this was done on 20 August). The CSUMB student, Melanie Vincent, who is doing a 1-year project for the council will install and monitor it.

 There was discussion about a newsletter. Ken said that he would write tow articles but we need other material as well. Richard suggested, given our limited time that we publish as needed so that we are not tied to a specific number or dates). We should include handy reference material it. The goal is to have it out before the 15 September meeting. (Note: This is not likely).

 Ken talked about the meeting he and several other council members had with Dave Potter concerning the roadwork being done on the Kleissner’s property. Ken delivered to Potter stating our concerns and also asking us to be kept informed. There will be public hearings as part of the permit. Supervisor Potter called the Coastal Commission about this case and they are also investigating in addition to the county. He concurred that the Council shouldn’t be the entity that makes complaints, so he was impressed with how we were handling it.

Ken also gave an update on the meeting that he, Lloyd Jones and Bette Nelson had with Dave Potter, Lew Bauman and other Public works personnel. We gave our perspective on what we wanted the project to do….make the road better and safer and also help the fish by reducing erosion into the creek. We told everyone there that we didn’t think there was a chance for the county getting their grant proposal to pave Garrapatos Road until after PWA did the road assessment. Based on the results of that document, there will be discussions with residents along there and a Council recommendation would be made and THEN we would get with Public Works to work out a re-design/improvement which would possibly include paving it.

Dave Potter told Public Works that their procedures for grading needs to change in light of the 4 (D) rule. He also said that they had not talked with the Fishnet 4C people in a while and they would check back with them.

 There will be gravel left over from the Chip-Seal work on Palo Colorado Road (scheduled the 2nd week in September). This gravel will be applied to the muddy area on Garrapatos Road near the bridge. Public works will wait until the after the first rain so the road can be ripped and the gravel given a better chance of staying in place.

 The location for several future meetings was discussed. The Taylor’s and Molly Williams have offered to host a future meeting. (Molly’s in December? and Taylor’s in March / April? general meeting). We need to check back on those dates.

 

The meeting was adjourned at 3:15 so that we could conduct a short Board of Director’s meeting.
