Meeting April 8, 2001
Location: Home of Lloyd Jones.

The meeting commenced at 4:15. Members gave updates
since the last meeting.
Ken gave the following updates:
- The web site is now being constantly updated. Among
other things, there is water quality testing data online as well as the new
draft bylaws. Also there is a lot of scientific information being posted, such
as rainfall data and student project work.
- PWA Road assessment now looks like June or July. We
won’t know about an exact start time until the contract from CaF&G is
actually received by PWA.
- Ken has been talking with Martin Detels, son of
Mary Doud Detels. They are going to participate in the Road survey.
- Ken mentioned that there is a pressing need to set up
a bank account. We need to pay the lawyer for incorporation costs and there are
other recurring expenses such as mailing that would be better handled if there
were a bank account.
- Discussion on the bylaws was postponed until the
Board of Director’s meeting.
Richard gave the following updates:
- He arranged for 3 folks who do road work in our
watershed to attend the PWA Raods workshop in King City in mid-March. All
attendees gave very favorable reports on the class. Everyone gave a warm round
of applause on this very significant accomplishment. All 3 have said that they
would like to walk with PWA when they look at King Road.
- Richard also talked about how important it was for
supporters of the watershed council to actually make some kind of financial commitment
to the council. He was going to write a check tomorrow and encouraged others to
follow.
Gary Collings gave the following update.
- He is going to do some maintenance work on the
existing 4WD road that goes from White Rock Ridge down Wildcat. He is planning
to make a quick pass to open it in order to gain access to that part of their
land. It will be very important for fire protection since there is no way to
get to most of that part of the watershed. Monterey County and Big Sur Land
Trust (who hold the conservation easement on that piece of land) have been
notified. Gary said it should happen on one day (or possibly overnight) after
the Easter weekend.
- Gary also talked about agencies not being very
quick to act on permits for restoration projects. This is really having a very
negative impact. There was some discussion on a possible role by the council
could play in the future to encourage county government to be more helpful with
permitting for restoration work.
Martha gave a brief update on the roadwork above
Joshua Creek. The work is winding down and the County is not expecting much
activity for a while until the permitting situation is addressed.
Lloyd gave a brief update:
- He has found a long abandoned culvert on Garrapatos
Road, which is buried near where he parks his car when he works on his water
pump. Richard mentioned that there is probably at least one other culvert that
is also buried. Lloyd suggested that we walk the road to see if we can identify
any other “lost” culverts. Lloyd offered to call the county on this but it was
mentioned that Bill Nelson had previously volunteered to be the contact person
on matters involving Garrapatos Road, so he will talk with Bill and coordinate
efforts.
The following action
items were generated:
- Lloyd will pass to Bill
Nelson information on the “lost” culvert and ask him to call the county on
clearing it out so it can help!
- Lloyd will work on getting
a contact phone number for Brian Wallace.
The meeting was adjourned at
5:05 P.M. for the first Board of Directors meeting.
